CeMAP Is Changing: Here’s Everything You Need to Know
CeMAP (Certificate in Mortgage Advice and Practice) is the go-to qualification for mortgage brokers in the UK. Whether you’re already in the industry, studying to enter it, or leading a team of advisers, this is a qualification that sets the foundation for regulated mortgage advice.
But from 30th September 2025, CeMAP is undergoing one of the biggest transformations we’ve ever seen. The structure, the content, and even the assessment methods are all changing.
If you’re a mortgage broker, a business owner in financial services, or you’re thinking about becoming self-employed in this space, keep reading. This change affects you.
What’s Changing in the CeMAP Qualification?
1. CeMAP Module 1 Is Being Replaced
Currently, Module 1 covers Financial Services Regulation and Ethics. This will be replaced with a new qualification called FSRE (UK Financial Services Regulation and Ethics).
- It will be delivered at Level 4, not Level 3 like the current version.
- This reflects a shift toward higher regulatory expectations aligned with the FCA’s goals under Consumer Duty.
2. CeMAP Module 2 Is Being Condensed
Module 2, which currently includes four units on Mortgage Law, Policy, and Practice, will be reduced to just two core units. This makes the learning path more streamlined and focused.
3. CeMAP Module 3 Gets a Revamp
Module 3, which assesses your ability to apply your learning, is evolving into a standalone refresher course. And here’s the big news:
- It will now include a stronger emphasis on protection advice, reflecting the industry’s push to ensure brokers give full financial well-being guidance, not just mortgage advice.
Key Dates You Need to Know
- 30th September 2025: New CeMAP structure is officially launched.
- 10th November 2025: First exams under the new syllabus will begin.
- 12th January 2026: Final date to sit exams under the current CeMAP structure.
After that? No crossover, no exemptions. If you haven’t completed all three modules by this date, you will have to start again under the new format.
What Should You Do Now?
If You’re Already Studying CeMAP…
- If you’ve completed one or two modules, the best advice is simple: finish your qualification before January 12, 2026.
- Get your exams booked now. Plan your study time. Don’t leave it until the last minute.
If You Haven’t Started Yet…
You have two choices:
- Start now and aim to finish the full qualification before January 2026.
- Wait until the new syllabus launches in September and study under the new structure.
Both are valid, but think about:
- Your current capacity for study
- Your business or career goals
- The support and timing from your training provider
If you’re unsure, speak to a training provider or get guidance from someone in the industry who understands the implications.
If You Manage or Mentor Brokers…
- Anyone joining your team from late 2025 will be studying under the new structure.
- Make sure your onboarding process and mentoring are aligned with the updated expectations.
Why Is CeMAP Changing?
The financial services industry has long called for a more modern and robust qualification that reflects the real-world challenges brokers face today.
- FSRE at Level 4 brings higher expectations and deeper understanding of ethics and regulation.
- Adding protection advice into Module 3 is a huge step forward. It shows the industry’s shift to holistic financial advice.

Yes, this may feel daunting, especially if you’re midway through your exams or managing new starters. But here’s the truth:
CeMAP is just your driving licence — not the destination.
You still need to:
- Understand your clients’ goals
- Deliver compliant, ethical advice
- Build trust
- Learn and evolve
A better qualification helps you do that more effectively.

- If you’re already studying: Get finished by January 2026.
